In the name of the Commonwealth of Massachusetts you are directed to notify and summon the inhabitants of the Town of Falmouth qualified to vote in Town Affairs to meet at the Auditorium of the Lawrence School, Falmouth, Tuesday, April 6, 1999 at 7:00 P. M. for the purpose of acting on the Articles contained in the following Warrant:
ARTICLE 1: To see if the Town will vote to amend the Zoning By-laws, Section 240-13, Definitions STRUCTURE to read as follows:
STRUCTURE - Anything constructed or erected, the use of which requires fixed location on the ground or attachment to something located on the ground, including tennis courts and swimming pools if more than twenty-four (24) inches deep or two hundred fifty (250) square feet in area or gas or liquid storage tanks if principally aboveground, but not including retaining walls or fences, unless they are located in an historic district.
Or do or take any other action in this matter. On request of the Historic Districts Commission.
ARTICLE 2: To see if the Town will vote to accept the doings of the Board of Selectmen in the laying out of Emerald Lane under the provisions of Massachusetts General Law, Chapter 80, Betterment Assessments and according to a plan on file with the Town Clerk and described as follows:
In East Falmouth, Davisville Road Easterly, Southerly and Westerly to Same (horseshoe), 1,590 feet.

ARTICLE 3: To see if the Town will vote to appropriate the sum of Ten Thousand Dollars ($10,000.) for the purpose of bringing payroll reductions under the town's teacher annuity plans into compliance with Internal Revenue Service Code Section 403b, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Town Treasurer.
ARTICLE 4: To see if the Town will vote to amend the Town's Position Classification Plan as follows:
DELETE: Seasonal Deputy Harbor Master - 40 hrs. Gr.07 ADD: Part-time Deputy Harbor Master - 20 hrs. Gr.07

ARTICLE 5: To see if the Town will vote to authorize the following changes int he Town's Position Classification Plan:
DELETE: Assistant Clerk/Treasurer Gr.09 DELETE: (3) Administrative Clerks Gr.07 ADD: Assistant Town Clerk Gr.09 ADD: (2) Principal Office Assistants Gr.08 ADD: Sr. Office Assistant Gr.06 RETAIN: Town Clerk Treasurer Gr.16

ARTICLE 6: To see if the Town will vote to appropriate the sum of One Hundred Fifty Thousand Dollars ($150,000.) for the purpose of funding a split payroll for the last week of FY99, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 7: To see if the Town will vote to appropriate a sum of money, to be appropriately distributed by the Town Accountant, to the accounts affected for the purpose of funding a raise for the contract period commencing July 1, 1998, as agreed to by the Town of Falmouth and the International Association of Firefighters, Local 1397, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Town Administrator.
ARTICLE 8: To see if the Town will vote to accept the provisions of Section 3 of Chapter 456 of the Acts of 1998 which provides that a former employee, or spouse or other beneficiary of such employee, who is receiving a non-contributory pension from the Town of Falmouth shall receive the same cost of living adjustment as is granted to other retired employees under the provisions of Chapter 32 of the MGL and to appropriate the sum of Two Thousand Five Hundred Dollars ($2,500.) for this purpose. To determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Falmouth Retirement Board.
ARTICLE 9: To see if the Town will vote to appropriate the sum of Thirty Thousand Dollars ($30,000.) for the purpose of partial funding of the 2002 revaluation for the Town of Falmouth, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Assessors.
ARTICLE 10: To see if the Town will vote to appropriate the sum of Seven Thousand Dollars ($7,000.) for the purpose of funding the cost of administration of an Assessment Center for the rank of sergeant in the Falmouth Police Department, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Chief of Police.
ARTICLE 11: To see if the Town will vote to appropriate the sum of One Thousand Five Hundred Dollars ($1,500.) for the purpose of purchasing a night scope for the Shellfish Constable, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 12: To see if the Town will vote to appropriate the sum of Two Thousand Dollars ($2,000.) for the purpose of equipping tools and stock for the Town Electrician's truck, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 13: To see if the Town will vote to appropriate the sum of Twenty-five Thousand Dollars ($25,000.) for the purpose of renovations at the bath house and concession building at the resident side of Old Silver Beach, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 14: To see if the Town will vote to appropriate the sum of Fifteen Thousand Dollars ($15,000.) for the purpose of furnishing the electrical maintenance and upgrade at the town marina, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Waterways Committee.
ARTICLE 15: To see if the Town will vote to transfer the sum of Forty Thousand Dollars ($40,000.) from the Reserve/Appropriation Waterways Fund for the purpose of reconstruction of the Great Harbor Woods Hole Launching Ramp. Or do or take any other action in this matter. On request of the Waterways Committee.
ARTICLE 16: To see if the Town will vote to appropriate the sum of Two Thousand Five Hundred Fifty Dollars ($2,550.) for the purpose of funding the cost of the removal of an underground fuel tank on town owned property (Ice House), to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 17: To see if the Town will vote to appropriate a sum of money for the purpose of funding a shortage in the Snow Removal Account, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 18: To see if the Town will vote to appropriate the sum of Twenty Thousand Dollars ($20,000.) for the purpose of stormwater management of Standish Avenue, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 19: To see if the Town will vote to appropriate the sum of Thirty Thousand Dollars ($30,000.) for the purpose of paving a portion of the roads within Goodwill Park, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 20: To see if the Town will vote to appropriate the sum of Two Thousand One Hundred Dollars ($2,100.) for the purpose of funding Coastal Water Quality Monitoring in Megansett and Quissett Harbors, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 21: To see if the Town will vote to appropriate the sum of Seven Thousand Dollars ($7,000.) for the purpose of signage and fencing for the Black Beach D.C.P.C., to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 22: To see if the Town will vote to appropriate the sum of Eight Thousand Eight Hundred Dollars ($8,800.) for the purpose of reimbursing the 300 Committee for its 1998 appraisal expenditures used in obtaining $797,000 for town acquisitions, to determine how the same shall be raised and by whom expended. Or do or take any other action in this matter. On request of the Board of Selectmen.
ARTICLE 23: To see if the Town will provide funding for any or all of the purposes voted for in the foregoing articles by transfer from available funds, by borrowing or by any combination of the foregoing. Or do or take any other action in this matter. On request of the Finance Committee and the Board of Selectmen.
Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of holding said meeting.
